From the supplier: Insurance companies must keep some premium payments in escrow until the North Carolina Court of Appeals decides a dispute between the North Carolina Rate Bureau and the state's insurance commissioner. The Rate Bureau wants to allow increases of up to 5.6% for personal automobile insurance rates, but Commissioner Jim Long has ordered such rates reduced by 8.3%. If the court decides in favor of the commissioner, insured drivers in the state could save about $300 million in premiums. This is the fifth time the commissioner has ordered rollbacks in eleven years, but a 1994 dispute is still pending.
